Please note that,as a basic requirements for vendor registration with the HCT, all local companies have to be registered with the Ministry of Finance “MOF” before requesting to register with HCT. HCT requires all vendors & consultants to complete the Vendor Registration Form prior to being engaged for any paid services, so that HCT can determine if it requires any further information. HCT also requires all other persons and entities (except Employees & Students) that will be invoicing HCT for payment, to also complete the Vendor Registration Form so as to enable them to be established in HCT’s systems in order to facilitate payment.

The Procurement and Contracts Department is involved in the tendering and purchasing of required items and services, required throughout the HCT system in an economical and organized manner, while observing compliance with various specifications, including dates, so that it provides the necessary support to all stakeholders and departments in the HCT, to enable them to achieve their strategic goals. The Department also contributes to the successful implementation of strategic plans by defining strategic initiatives aimed at reducing and rationalizing spending across the HCT system, without compromising the level of quality and efficiency. It achieves this by setting a comprehensive annual plan for purchasing needs, as per the approved budget. It also undertakes the implementation of this plan by inviting for tenders, providing needs, and managing procurement at the HCT level.

The Procurement Section is the backbone of the Procurement and Contracts Department by procuring all services and goods that is needed for the HCT. The section receive all requirements and identify different sourcing strategies to procure those goods or services in compliance with applicable regulations and governance. This includes floating RFIs’, RFQs, RFPs, and Public Tenders using best practices in procurement.

The HCT hosts an annual Procurement Vendor Forum, wherein approximately 300 personnel, representing a wide cross-section of companies that deal with the HCT’s Procurement and Contracts Department, are invited to learn more about HCT procurement activities for the proceeding year.

The Forums cover a range of topics relevant to HCT’s successful relationships with its vendors/suppliers. These include the provision of updated information, processes, policies, procedures and changes to the relevant legislation.
The Forums are also an opportunity for HCT to receive any feedback, questions, queries and suggestions from the vendors’ representatives, and to respond accordingly to those issues. A feature of the annual events is the training and knowledge update available to the vendor representatives, where they are introduced to the relevant procedures, online platforms and tools which need to be mastered in order to successfully navigate HCT’s hands-on, and increasingly paperless, procurements and contracts environment.

Moreover, the Annual Vendor Forums give all attendees the opportunity to network with their industry counterparts and the HCT personnel, from the departmental director, to the procurements and contracts officers who have daily interactions with vendors.

As a federal, high education institution, HCT is governed by the procurement laws as decreed by the UAE Government. Hence, it’s procurement and contracts role is governed by the relevant federal legislation in effect at any relevant time.
HCT, and all vendors, are required to strictly comply with the relevant federal legislation in all dealings relating to the supply, sale and purchase of goods and services. The relevant legislation is attached.

The HCT’s current guidelines for vendors/suppliers access to HCT campuses and facilities, including their conduct whilst at the campuses/facilities is attached, so that all persons attending those facilities, who have contractual work with HCT will be fully conversant with the rules and regulations for access to HCT’s campuses and facilities.
